In a wide-ranging assessment - entitled 'The great training robbery', Reform identifies several issues that are believed to have contributed to a 40 per cent decline in the number of employees enrolling on upskilling courses since the Levy came into effect.
Reform also calls on the government to scrap a target of 3 million apprenticeship starts by 2020, and to focus on establishing quality benchmarks for training providers instead.
The House of Commons Education Select Committee raised similar concerns over the Apprenticeship Levy in March, and is expected to report on the matter when it reconvenes next month.
