Serco Expands Group Executive Committee
Serco has appointed Gillian Duggan as Chief People and Culture Officer, and Ruth McGowan to the new role of Chief Strategy and Growth Officer.
Both appointees will report directly to Group CEO, Mark Irwin, and become members of the group’s Executive Committee.
Duggan brings a depth of experience, leading people and operational teams across a range of industries including aviation, engineering and infrastructure services, design and manufacturing.
Her previous roles in public sector as well as listed and private equity-owned businesses involved driving transformational change.
The appointment will also renew focus on Serco's ambition to empower employees by further strengthening its culture through equity and inclusivity.
As Serco embarks on a strategy to transform itself from an outsourcer to an 'Impact Partner', the appointment of McGowan will help it promote and sustain equitable solutions for governments, citizens, and society.

She brings extensive experience in scaling global operations, and delivering both revenue growth and cost efficiencies alongside a capability to set a vision, define strategy and execute technology-enabled growth plans.
McGowan has worked in consultancy, private equity, FMCG and health businesses where she demonstrated strong commercial acumen, developed international experience, grew new business lines and used technology to transform products and services to deliver sustainable value.
